1. De Minimis Threshold — Up to USD 3
According to Minister of Finance Regulation No. 96/2023, shipments with an FOB value of USD 3 or less are exempt from import duty but are still subject to 11% VAT.
2. Moderate Value Shipments — USD 3 to USD 1,500
You need to prepare for a 7.5% import duty and 11% VAT if the value of your package is between USD 3 and USD 1,500. Crucially, in this case, income tax (PPh) is normally exempt.
However, there are several types of goods that are subject to normal import tax rates, such as:
- Specific bags are subject to an import duty of 15% to 20%.
- Specific shoes are subject to an import duty of 15% to 25%.
- Textile products are subject to an 11% Value Added Tax (VAT).
- Import Income Tax (PPh 22) is applied at a rate of 7.5% to 10%.
- For certain special goods, such as scientific books, exemptions apply with 0% import duty, 0% VAT, and 0% PPh 22.
3. Above USD 1,500
If the total value of the shipment exceeds USD 1,500, a PIB (Pemberitahuan Impor Barang) or PIBK (Pemberitahuan Impor Barang Khusus) is required, following the same rules as nations enrolled with the World Trade Organization (WTO). Recipients of goods worth more than USD 1,500 must file a PIB with Customs to determine the amount of tax owed and to calculate applicable duties.
4. Gifts and Samples for Pilgrims and Awards
There are special exemptions for certain cases — like Hajj pilgrim gifts or competition awards — allowing them to bypass taxes up to certain limits.
How to Stay Within Tax-Free Boundaries
- Clearly Label: Shipments should be marked as "Gift" or "Sample — Not for Resale."
- Accurately Declare: Declare the actual value; fictitious minimal values will simply draw attention.
- Make Use of Packing Lists and Invoices: Clear paperwork aids in the accurate customs assessment.
- Avoid Oversized Shipments: Sending several similar items might result in them being classed as commercial.
